It has a special focus on the aging population and the efforts of State Units on Aging, Area Agencies on Aging, and Native American aging service programs that are funded by the Older Americans Act Title VI Grants for Indian Tribal Organizations.

State Units on Aging (SUAs) are designated state-level agencies that develop and administer state plans that advocate for and provide assistance, including home modifications or repairs, to older residents, their families, and adults with physical disabilities. SUAs administer funds, including Older Americans Act funds, which may be used to support home modification or repair services through local Area Agencies on Aging and other state and local entities.

Division of Aging
The Division of Aging are designated state-level agencies that develop and administer state plans that advocate for and provide assistance, including home modifications or repairs, to older residents, their families, and adults with physical disabilities. SUAs administer funds, including Older Americans Act funds, which may be used to support home modification or repair services through local Area Agencies on Aging and other state and local entities.

Independent Living for People with Disabilities
Independent living programs support community living and independence for people with disabilities based on the belief that all people can live with dignity, make their own choices, and participate fully in society. The IL program provides person-centered services, tools, resources, and supports that help eligible individuals achieve their goals for more independent living and actively participate in family and community life.

Community Alternatives Program for Disabled Adults (CAP/DA)
CAP/DA is a Medicaid Home- and Community-Based Services (HCBS) program authorized under section1915(c) of the Social Security Act and complies with 42 CFR § 440.180, Home and Community-Based Waiver Services. The waiver program provides a cost-effective alternative to institutionalization for a Medicaid beneficiary who is medically fragile and at risk for institutionalization if home and community-based services approved in the CAP/DA waiver were not available. CAP/DA services allow the beneficiary to remain in or return to a home and community-based setting by supplementing, rather than replacing, the formal and informal services and supports already available to an approved Medicaid beneficiary.

NC Innovations Waiver
This waiver addresses the needs of individuals with intellectual or developmental disabilities to receive long-term care services and supports in their home or community, rather than in an institutional setting. Services may include environmental adaptations.

This Data Brief highlights key findings from the 2019 National Survey of Area Agencies on Aging on how Area Agencies on Aging are providing and funding home modification and repair activities. It was developed by the USC Fall Prevention Center of Excellence in partnership with the National Association of Area Agencies on Aging as part of the Administration for Community Living project, “Promoting Aging in Place by Enhancing Access to Home Modifications.”

Home Improvement Program
The Home Improvement Program of the Cumberland County Council on Older Adults installs security features and carries out minor home repairs and mobility and accessibility modifications to increase the safety of older adults’ homes.

Housing and Home Improvement
Home improvement services identify health and safety issues affecting the home or areas adjacent to the home in which an individual or family lives and provides needed improvements to resolve those issues. Health and safety issues include security enhancements; minor home repairs; mobility and accessibility improvements; and basic household furnishings and home appliance repair, replacement or purchase.
